Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) and Strategic Funding Increase (STRATFI)/Tactical Funding Increase (TACFI) Sole Source Programs
Overview
The Small Business Administration’s (SBA) Small Business Innovation Research (SBIR) program is a highly competitive program that encourages domestic, innovative technology small businesses to engage in Federal Research/Research and Development (R/R&D) with the potential for commercialization. Through a competitive awards-based program, SBIR enables small businesses to explore their technological potential and provides the incentive to profit from commercialization of the products developed through SBIR. Including qualified small businesses in the nation's R&D arena spurs high-tech innovation and supports the nation’s entrepreneurial spirit in meeting specific research and development needs.
VivSoft is currently executing multiple SBIR Phase II/III contracts and one STRATFI contract. VivSoft’s entry and initial successes in the federal marketplace were through the SBA SBIR program in 2019. Initially, we were awarded a SBIR Phase I project to support Platform One (P1) with a feasibility study on DevSecOps, Data Science, AI/ML, MLOps, Platform Engineering. Through subsequent SBIR Phase II and III contracts, this work expanded into co-creation of our open source, no license, no vendor lock-in ENBUILD product, a DevSecOps accelerator which automates time-consuming deployment activities for cloud-based infrastructure. Since then, VivSoft has maintained continuous SBIR Phase II and Phase III contracts with P1 and the USAF Unified Platform (UP), where we are currently supporting a program through the Strategic Funding Increase (STRATFI) program to modernize UP’s Big Data Platforms (BDPs) to make critical data inferences and intelligence available in real-time to Warfighters.

The SBIR Program Offers our existing and new customers

Ability to sole source SBIR Phase III task orders or single award SBIR IDIQs against which task orders can be issued. This can be done based on existing SBIR Phase II awards, through USAF/ DoD-specific agencies, or through civilian agency sponsors.

Exemption from SBA size standards for a procurement.

No limits on the dollar size of a Phase III procurement.

Phase III mandate which gives SBIR firms the right to be awarded a future Phase III award to the greatest extent practicable.

The right to receive subcontracts for Phase III work on a sole-source basis under a government directed award as a subcontract in large business contract; and the ability to pursue research, R&D, services, products, production, or any combination of those under a Phase III.
