The CDAO (Chief Digital and Artificial Intelligence Office) Artificial Intelligence Talent 2.0 Blanket Ordering Agreement (BOA) is a Department of Defense (DoD) contract vehicle designed to accelerate and streamline the acquisition of specialized AI, data science, and digital expertise. Evolving from earlier initiatives aimed at bolstering AI-related capabilities across the DoD, AI Talent 2.0 focuses on securing the high-demand skills and services necessary to support advanced analytics, algorithm development, AI-driven mission solutions, and digital transformation efforts.

• AI and Data Expertise: Covers a broad range of specialized skills, including machine learning engineering, data science, algorithm development, cloud-based analytics, and AI-focused program management. Enables DoD components to tap into both highly specialized boutiques and larger integrators for various AI use cases.

• Blanket Ordering Agreement Structure: Establishes standardized terms, conditions, and pricing for acquiring AI-related services. Simplifies and expedites task-order awards, reducing the time from requirement identification to contract execution.

• Security and Compliance Standards: Establishes protocols to ensure vendors meet DoD cybersecurity requirements, including strict data handling and access controls. Help maintain compliance with relevant statutes, regulations, and ethical AI guidelines.
